It bothers me too, but adding and removing instruments seems more substantial than "Layout" so I'm not sure that is the right place either. I don't know that it fits neatly with any menu. I found a score that has many instruments, but I only want the drums. When I remove the rest of the instruments, the formatting doesn't change. How do I get it so that there isn't one line per page? Click the blue squarish thing at the top right the pages and delete them. I believe there is a bug that I haven't verified yet that may also remove other breaks, such a section breaks - which might be in the score and line breaks - which shouldn't be in that score.
